Voxeljet AG, the German company whose giant 3-D printers crank out prototypes for automakers, told investors in August it expects to get sales by year-end from a new site outside Detroit. For now, that building stands mostly empty.

On visits over multiple days this month, a few workers were framing walls with metal studs at the 50,000-square-foot (4,600-square-meter) facility in an industrial park in Michigan’s Canton Township. The company is waiting on permits from the township and is still hopeful it can start shipping this quarter, said Anthony Gerstein, director of investor relations, without specifying which types of permits.
