Catalonia President Artur Mas called a non-binding vote on whether the region should split from Spain in defiance of national Prime Minister Mariano Rajoy. The Spanish government said it will seek to block the move.

Mas signed the decree scheduling the referendum at a televised ceremony in Barcelona today using powers granted by the Catalan Parliament on Sept. 19. The ballot is due to be held on Nov. 9.
