The Japanese government will submit a set of measures to cut greenhouse gas emissions to the United Nations today, public broadcaster NHK said on its website, without citing anyone.

The plan will target installing 5.3 million household fuel cells by 2030 and will expand the ratio of environmentally friendly new car sales to as much as 70 percent from 50 percent, NHK said.
