The European Commission plans to seek cooperation agreements with Russia and Norway on value-added-tax collection, said Heinz Zourek, director general of the commission’s tax service.

In January, the Brussels-based commission plans to ask European Union nations for a mandate to begin talks with the two countries, Zourek told reporters in Brussels today. The initiative is part of a broader effort to combat tax fraud and tax-evasion strategies.
