The $190 billion market for chemicals used in personal-care products is attracting BASF SE and Dutch paintmaker Akzo Nobel NV. They are seeking takeovers in a still fragmented market for starches, polymers and vitamins creams, where growth is exceeding that of chemicals used for packaging or cars.
