Google Inc.’s book-scanning project should have the period of its exclusivity deals with libraries in the European Union cut by more than half to avoid a “one-market-player situation,” advisers to the EU’s executive said.

Google Books should get a seven-year limit on its preferential use of material from libraries, instead of the 15-year-deals it currently seeks, according to a non-binding report on possible new rules.
