Royal Dutch Shell Plc, Europe’s largest oil company, said it will continue Stanlow refinery operations in the U.K. if talks with India’s Essar Oil Ltd. on the sale fail by the end of February.

If “we cannot get the right value for the assets and do the right deal, they will be withdrawn from sale and Stanlow will be operated as a manufacturing complex within the Shell portfolio,” a Shell spokesman, who asked not to be named because of company policy, said in an e-mail. “We are not considering closure or conversion into a terminal.”
