Oil supply and demand are disconnecting from price signals amid a shift in consumption toward transportation fuels and emerging markets, according to the International Energy Agency’s chief economist.

High prices are more likely than low to spur consumers to adjust fuel usage and prompt investors to make decisions affecting supply, Fatih Birol said in a speech today at the World Energy Congress in Montreal.
