U.S. Securities and Exchange Commission officials have internally circulated at least two memos outlining market mechanisms suspected of triggering or fueling yesterday’s stock-market plunge, a person familiar with the discussions said.

One memo, circulated yesterday, outlines a scenario described publicly by stock-exchange officials, people who saw the document said. The theory advanced by the other memo couldn’t be determined.
