The biggest polluter in Europe, a Polish power plant built by the former communist government, will start paying for its greenhouse gas emissions.

Polska Grupa Energetyczna SA’s 28-year-old Elektrownia Belchatow station spewed 30.9 million metric tons of carbon dioxide last year, according to data from the European Union. The coal-fired generator produced the most CO2 of any power station in Europe and exceeded its cap by 4 million tons under the EU trading system that aims to reduce global warming.
