Labor unrest in Dubai, where Donald Trump and Paramount Pictures Corp. are branding new developments, continued for a fourth day with 4,000 workers arrested.

``We couldn't leave those workers on the streets after they smashed 14 buses and attacked passersby,'' Dubai Police Chief Dahi Khalfan said by phone today. ``About 40 workers will be prosecuted, and those who had no hand in the violence will be given a choice between going back to work or going home.'' The detained workers from Pauling Middle East Co. LLC are currently in Dubai's central jail, he said.
