From his office on the 105th floor of New York's One World Trade Center, Howard W. Lutnick, managing general partner of Cantor Fitzgerald LP, looks down on rival brokerages in smaller skyscrapers.

``I'm not interested in being their friends,'' says Lutnick, whose private partnership is the largest broker of U.S. government debt. ``Being pals with my competitors means I have a soft underbelly, and they can stick a knife in it.''
