President-elect Donald Trump has vowed additional tariffs on China as well as US neighbors Canada and Mexico. Jennifer Hillman, former general counsel at the Office of the United States Trade Representative, says the announcement of the plan before Trump takes office suggests he's looking to see what Canada and Mexico can bring to the negotiating table.
