    • 00:00HURRICANE MILTON, AS A DAMAGE ESTIMATES START TO POUR IN. TYLER KENDALL HAS BEEN TRACKING THE NUMBERS. TYLER: PRESENT BIDEN IT SAYS THE DAMAGE FROM MILTON ALONE COULD CAUSE ABOUT $50 BILLION AND IT COMES AS THE FEDERAL GOVERNMENT IS RAPIDLY SPENDING ITS DISASTER RELIEF BUDGET. FEMA SAYS IT ' S USED NEARLY $9 BILLION OF THE $20 BILLION IT HAS ALLOCATED FOR FISCAL YEAR 2025, WHICH ONLY JUST STARTED, AS AGENCY WORKS TO FILL A BACKLOG OF REQUESTS FROM EARLIER THIS YEAR. FEMA NOW REQUESTING ADDITIONAL FUNDING AND IT IS NOT ALONE. THE SMALL BUSINESS ADMINISTRATION HAS BECOME CRITICAL IN THE FEDERAL RESPONSE. SBA PROVIDES LOW-INTEREST LOANS TO HOMEOWNERS AND BUSINESSES, SOMETIMES UP TO $2 MILLION TO REBUILD AFTER DISASTERS. PRESIDENT BIDEN IS URGING CONGRESS TO COME BACK TO SESSION TO PASS EMERGENCY FUNDS FOR THESE AGENCIES. > > I THINK IN TERMS OF THE SBA, IT IS AT THE EDGE RIGHT NOW. I THINK CONGRESS SHOULD BE COMING BACK AND MOVING ON EMERGENCY NEEDS IMMEDIATELY. THEY HAVE A COMEBACK AFTER THE ELECTION AS WELL. THIS WILL BE A LONG HAUL REBUILDING AND WILL TAKE SEVERAL BILLION DOLLARS, NOT JUST A MATTER OF A LITTLE BIT. TYLER: CONGERS IS OUT OF SESSION UNTIL NOVEMBER 12, AND SPEAKER JOHNSON SAID IT ' S UNLIKELY LAWMAKERS WILL COME BACK EARLY SINCE THERE IS STILL SIGNIFICANT MONEY IN THE FUND AND DAMAGE ESTIMATES COULD TAKE TIME. EXPERTS SAY PART OF THE TROUBLE IS FEMA IS LAYING CATCH UP, THE BULK OF THE MONEY SPENT THIS FISCAL YEAR WAS TO REIMBURSE STATES WAITING ON ASSISTANCE FROM MONTHS PRIOR. YOU HAD A CHANCE TO SPEAK WITH A FORMER FEMA ADMINISTRATOR THAT SAID THE CYCLE NEEDS TO STOP. > > I WENT THROUGH WHEN I WAS FEMA ADMINISTRATOR AND I HAD ASKED CONGRESS THREE TIMES FOR MORE FUNDING IN THE DISASTER RELIEF FUND. EVENTUALLY IT WAS APPROVED BUT HOW DO WE GET OUT OF THE CYCLE? RIGHT NOW I BELIEVE IT ' S NOT JUST THE FUNDING BUT HOW DO WE GET OUT OF THIS RESPONSE CYCLE AND WHERE WE START TO INCENTIVIZE COMMUNITIES TO DO THE RIGHT THING SUCH AS PROPER PLANNING, AND PERMITTING STRONGER BUILDING CODES? TYLER: WE ARE COMING UP ON THE ELECTION AND THE ECONOMY IS REPEATEDLY A TOP ISSUE FOR AMERICANS ACCORDING TO OUR MORNING CONSULT POLLING AND THE HURRICANE COULD PLAY A FACTOR. INITIAL JOBLESS CLAIMS SPARKED LAST WEEK PARTLY BECAUSE OF DISRUPTIONS FROM HURRICANE HELENE AND WE COULD SEE SUPPLY CHAIN ISSUES UP TO NOVEMBER AS PORTS ALONG THE COAST IN FOUR TO REMAIN CLOSED. KAILEY: AS WE CONSIDER THE SUPPLY OF GOODS, I ALSO WONDER ABOUT THE TRANSIT OF BALANCE IN THE AFTERMATH OF THESE STORMS WITH THE ELECTION COMING UP. TYLER: EXACTLY, KEY STATES IMPACTED SUCH AS NORTH CAROLINA AND FORD ARE STARTING TO TAKE STEPS TO ENSURE THE PEOPLE WHO MIGHT BE DISPLACED STILL HAVE ACCESS TO MAIL-IN BALLOTS.
