(Bloomberg) -- Scott Skinner-Thompson, a professor at NYU Law School, and Gregory Wallace, a professor at Campbell University Law School, discuss a Texas judge, who has blocked President Obama's transgender bathroom policy in U.S. public schools. The judge, Reed O'Connor, said that his ruling was based on the Obama administration's failure to follow rule-making procedures, rather than the underlying issues of students' rights.
