Republican Health-Law Opposition Defies District Coverage
Republicans represent more U.S. congressional districts with below-average health insurance coverage than Democrats, an irony amid a partial government shutdown triggered by a law designed to expand coverage. Nationally, 14.7 percent of the population lacks health insurance. Traditionally lower rates of voter participation among minorities and those with lower incomes means Republicans in these districts don't feel a political threat from the uninsured.
