To avoid a potentially long delay to Britain’s divorce from the European Union, Prime Minister Theresa May brought her withdrawal agreement to a vote in Parliament. Though gaining some ground, members of Parliament have again rejected her proposal. Lawmakers are still working on other options after a series of plans failed to win a majority earlier this week.
