Canada: Energy Superpower in Waiting
In 2006, his first year in office, Canadian Prime Minister Stephen Harper declared his plan to establish Canada as an "energy superpower." Uncertainty over U.S. approval of the Keystone XL pipeline has put Harper's vision on hold.
