New York Liberty Development Corporation provides loans and grants to businesses in the State of New York for the purposes of expanding facilities, building new plants and acquiring machinery and equipment. The Corporation encourages the growth of manufacturing and other private sector business enterprises without requiring appropriation of taxpayers' funds.
