Happy Birthday to Charlotte Caffey. Sources disagree on her age. No disagreement about her greatness, however.

Plunking a second All Star break right in the middle of the postseason was weird. Finally, we get things started tonight. I don't believe in predicting any short series in baseball; it's a fool's errand. My big question right now is whether I'll be listening to the TV broadcasters or the out-of-sync Giants' team on KNBR. For some reason, the audio through the computer runs almost a pitch ahead of the video if I want to hear Jon Miller and the rest of the gang. Game time decision. Meanwhile, the good stuff:

1. "The Tea Party's foreign policy attitudes are driven by fear and anxiety originating from a perceived ethno-cultural displacement." That's from a summary of a public opinion study of conservatives and foreign policy by Christopher S. Parker and Rachel Blum at Brookings.

2. Seth Masket looks at the evidence from studies of comparable events going back to the 1920 election cycle for hints about how Ebola might affect the 2014 elections.

3. Brian Beutler calls out Rand Paul (make that Dr. Rand Paul) for inciting Ebola panic.

4. While Ed Kilgore calls out a National Journal puff piece touting Joni Ernst. File under "media bias" (National Journal, that is; Kilgore, of course, is a liberal blogger). No, the "neutral" press isn't biased in favor of Republicans ... but, as this piece shows, they're not biased in favor of Democrats, either.

5. Jeffrey Toobin interviews Barack Obama (and others) on Obama's judicial legacy.

6. Federal spending is headed up? Stan Collender explains.

7. And I think Megan McArdle is onto something about family planning.
