Stopping the Next Mentally Ill Killer

Two bills are circulating in Congress to address mental illness. One seeks more funding for a failed approach. Another tries something new.

Representatives Tim Murphy and Ron Barber both have reasons for wanting Congress to address mental-health issues. Murphy, a Pennsylvania Republican, is the only practicing psychologist in Congress. Barber, an Arizona Democrat, was injured in a mass shooting by Jared Lee Loughner, a paranoid schizophrenic. (Barber was working for Representative Gabby Giffords, whose injuries were more severe.)
