Texas Central Partners Announces Management Changes

Texas Central Partners has expanded its leadership team, naming veteran design-build executive Carlos Aguilar as CEO. Aguilar brings more than 30 years of experience leading major infrastructure development projects. Current CEO Tim Keith will become president and will lead capital raising and external affairs after Aguilar takes the CEO reins next week. Aguilar, formerly a senior vice president at CH2M Hill has an extensive background in industrial and infrastructure work, and his appointment, effective Dec. 12. Aguilar, while at CH2M, served on its Management Committee and was chairman of the CCPP Project Consortium for the Ichthys LNG Facility. Before that, he was president of BrightSource Construction Management and senior vice president at BrightSource Energy.

Texas Central Partners LLC appointed Jeff Moseley was named state vice president, and Michael Moore was named regional vice president. Moseley most recently was a member of the Texas Transportation Commission and was replaced by Laura Ryan, a vice president with Houston-based Gulf States Toyota. Prior to that position, Moseley served as CEO of the Greater Houston Partnership from 2005 to 2012. Before that, he served as CEO of the Office of the Governor for Economic Development and Tourism for Texas from 2003 to 2005 and was executive director of the Texas Department of Economic Development from 1999 to 2003. Moore served as chief of staff for former Houston Mayor Bill White from 2004 to 2009, senior vice president and general manager of communications firm Hill & Knowlton Strategies from 2011 to 2013 and senior director of communications and external affairs for BP America since June 2013.
