At this year’s United Nations climate summit - COP30 - one question will be on everyone's lips: which governments have pledged bolder commitments, and which are dragging their feet? Writing a Nationally Determined Contribution is no easy feat: against a background of record-breaking temperatures in 2024, countries need to balance a myriad of priorities including energy security and affordability, geopolitical pressures, industrial competitiveness and economic growth.

But while targets may grab headlines, what's more important is whether countries have implemented the concrete policies and right conditions to attract finance and deliver change. The 2025 edition examines how they have advanced toward a low-carbon future since the Paris Agreement, through renewable energy policies, clean energy investment, and the growth of renewable power capacity. This report also highlights the economies that succeeded in the energy transition journey and where they lag.

As Head of Policy at BloombergNEF, Victoria leads analysis of government policy and regulation around the energy transition. Having joined the company in 2009, she has written a wealth of reports on diverse topics, including carbon markets, industrial decarbonization, energy investment in emerging markets, biodiversity and sustainable agriculture, government emissions targets and climate plans, and election implications. She leads the ‘G-20 Zero-Carbon Policy Scoreboard’ – BNEF’s annual assessment of the G-20 countries’ decarbonization support - and coverage of international climate negotiations. Before BNEF, Victoria spent seven years as an editor working with the European Commission and Parliament in Brussels; and for an economics consultancy in Oxford. She holds two Master’s degrees from the University of Cambridge, and another Master’s from the University of Durham.

Sofia Maia

Head of Country Transition and Middle East & Africa Research

Sofia Maia leads BloombergNEF’s Country Transition and Middle East & Africa Research team, based in São Paulo. She oversees research on how emerging markets are advancing the global shift toward a low-carbon economy, with in-depth country and regional analysis across the Middle East and Africa. Sofia also manages the Global Climatescope project, BloombergNEF’s flagship assessment of energy transition progress and investment attractiveness across more than 90 emerging markets worldwide. She holds a degree in Public Administration from Fundação Getulio Vargas (FGV – São Paulo).

Ana Paula Fonseca Teixeira is an Associate on BloombergNEF’s Country Transitions team, based in São Paulo. She leads research for the Global Climatescope project, BloombergNEF’s flagship assessment of energy transition progress and investment attractiveness across emerging markets. Her work focuses on analyzing how emerging markets are progressing in terms of renewable energy policy, investment and technology trends. Ana Paula holds degrees in International Relations and Science & Humanities from Federal University of ABC.
