Top U.S. Court Backs Penalties for Breath-Test Refusal

States can make it a crime for a driver to refuse to submit to a breath test to detect the level of alcohol in the bloodstream, the U.S. Supreme Court ruled.

The court, however, said the Constitution bars police officers from drawing blood without a warrant. The ruling affects laws in at least a dozen states.
