MIAMI—Former President Bill Clinton declined Sunday to discuss whether he believes his wife is being treated unfairly for her use of a private e-mail account while secretary of state.

"I'm not the one to judge that," he said in response to a reporter's question at a community service project in the Liberty City neighborhood. "I have an opinion but I have a bias."

Pressed on what his opinion is, he stopped himself. "I shouldn't be making news on this," he said.
