00:00Theresa May faces a vote tonight. Do you think she'll win. I do think she'll win I've just been over in the House of Commons . I think that there legitimately got questions about the pace of Brexit what they want to see but it's quite clear there is a huge amount of support for her and ultimately if you want as I do an orderly Brexit that delivers on the vote to the referendum but maintains our economic prosperity there is only one deal does that and that's her deal and if we don't get that deal through and if we frankly take the indulgent step of thinking about changing our leader at these times of national importance I think the risk of no deal or no Brexit is too high. Does it SEC policy dare I say it's a good question. I think we've always had a very small group of members of my party for whom Europe has been the number one campaign issue for them for many many years. And you know I was I've been around long enough to see similar similar threats being made with David Cameron for example. I think it will focus minds wonderfully if we have a vote of confidence in the leader. Remember the clock is ticking . Where we are about 100 days now until we actually have to exit the EU. The clock is ticking. The House of Commons really wants to get on with it now. There's lots of momentum. I'd like to see the deal come back for a vote as soon as possible . So I don't think it necessarily settles down some of the people who are unhappy but I think what it does is provide a lot of forward momentum. Will it change the arithmetic when it comes to the votes that has just been decided. So this is the lovely point that no it won't. So basically it's ultimately about the maths it's about what can you get what what's the option that gets the most traction in the House of Commons. If you believe as I do that calls for a people's vote I understand them are essentially saying EV can't decide that feels like a kind of application of duty on our part in many ways. I want to see a deal coming together that commands the majority of the House of Commons and of course but we all have one vote whether with the prime minister or a lowly backbencher or somewhere in between . But that does seem to be the point at this point at this moment . And I've heard this time and time and again from the prime minister that none of the options seems a commanding majority . So how do we therefore generate some momentum so when it's true . And I don't I'm not surprised by that because actually you'll remember the referendum it was a very divisive result. You know it was 52 48 52. There was some people had a very strong view of what Brexit meant it meant taking back control of our borders stopping immigration for others it was about sovereignty. For some it was about preserving the integrity of the Union. All of those things can be pulled together in a deal. But I think what we need to do is test all these various options in the Commons Work cross-party a lot of cross-party work is happening but avoid what I think is a really bad outcome which is no deal which is a real possibility which we're planning for. But I think would be a really bad outcome or no Brexit if we say to the 52 percent cent Yeah you know what you tried we. Sorry we can't deliver. I don't think that says a lot about how people should trust their politicians. Okay. Last question on the subject yes. What happens if she loses. Well then we will. So it's a very good question. I don't think she'll lose I'm pretty confident she'll win if she loses then we will have to revisit the Brexit timetable. And that's again I think will be difficult because unilaterally there are questions about whether you can delay or stop Article 50 but you would basically have to put a stop on the negotiations. There's no there's no ambiguity on that from the from the European Court of Justice ironically which says that we can't. Would that be the most likely outcome . Well it's well I guess it would be an outcome. The people who are bringing forward the vote of no confidence want Brexit to happen at all costs. So interestingly whoever the candidate was that they proposed remember they haven't proposed a candidate yet. If we go into a period of a leadership election it's a very unstable Shery ahn. I was injured in the market reactions today. You know every time we look like we're back in an orderly place the market the pound in particular starts to rally . I just don't want my constituents and the businesses across the country to be facing this uncertainty as we go into Christmas. Let's talk a bit about government stability and as an area responsibility that you have which is the which is which is energy and by extension what we're talking about over in Poland with the capacity for negotiations. What we have seen and you talk to investors and you see this example in Spain in particular in France is a lack of continuity when it comes to public policy relating to the investments that need to be made here we are talking about instability in the British government should investors who are making investments into clean sustainable energy be worried they should be investors should be investing here. So I'll tell you why. Because you're quite right political parties come and go you get people make him. I mean I you know I had to say I have sympathy for President back on he's trying to do some really good things he set out to do . He's doing it very quickly. Clearly there's a backlash. These are long term investments these many cases infrastructure investment so we have the advantage of the Climate Change Act that was passed a decade ago. We have five year carbon budgets they commit us to very substantial carbon reductions down 80 percent by 2050. And I am the minister whoever it is the next government that minister has to stand up and justify their progress but also take those decisions across government I sit in cabinet I have to talk about transport energy about land use aviation all the industry all the things that actually contribute to emissions. So what you want to look for is a country that has long term climates and a frame of energy increasingly more and more countries are putting that in place based on what we've done in the UK. And this is not this is not for you to answer in some ways but people look at the UK and they worry about Jeremy Corbyn administration they worry about what that would mean in terms of nationalization program. Again they look at the UK and they look at the instability here. The sort of hullabaloo that we're watching and they wonder whether that would be the Emma Chandra. Well think I if you again if you can't go outside the Westminster bubble and go off into constituencies and talk to people it's pretty pretty clear that they think Theresa May head to head with Jeremy Corbyn. They know who they want as leader and they know who they think will deliver the most orderly Brexit. And I'm also very struck by the number of backbench Labour MPs who also don't want a general election because if you have a Chancellor who is hopping in Who's Who is the overthrow of capitalism it doesn't suggest that this is a fantastic place for the long term for investment in green green industry or otherwise. And I think what we've heard you know today we're celebrating employment numbers at the highest ever. We're seeing wage growth above inflation the highest it's been in a decade. We're seeing massive investment in our infrastructure energy and otherwise we have pulled ourselves out of a really dangerous place. Remember the credit default swap spreads back in 2009 it didn't look great. You know now they're coming back. I appreciate this volatility back in the markets but we have done a good job with the economic recovery and we can do more. So when I look at the industrial strategy the proposals to raise productivity which is what drives up earnings I'm really proud of what the government's doing. That's why I want to get this Brexit stuff moving on so we can get back to focusing on building a strong economy and investing in the public services that people love and care about like the NHS .
