Are Negative Rates on the Horizon for the ECB?

Euro-area inflation has undershot the European Central Bank’s goal of below but close to 2 percent for more than three years, and it isn’t forecast to return to that level before 2018 at the earliest. Consumer prices rose 0.3 percent in August, according to a Bloomberg survey of economists, with core inflation unchanged at 0.9 percent. The report, due at 11 a.m. Frankfurt time, is one of the final major pieces of data to be published before the ECB’s Governing Council holds its policy meeting on Sept. 8.
