Does It Pay to Host the Olympics?

It took Quebec 30 years to pay off its massive $1.5 billion debt from the 1976 Summer Games. And, according to VANOC, the 2010 Winter Olympics held in Vancouver, broke even. Do the financial risks of playing host city to the Olympics outweigh the benefits?
