The Scene in Nice Described by Someone Who Was There

Bloomberg's Phil Serafino describes the scene where at least 84 people were killed when a truck loaded with arms drove into a late-night crowd celebrating Bastille Day, forcing President Francois Hollande to call up military reserves and extend the state of emergency that he had intended to let lapse. "It was pure fate, chance luck, that I avoided being caught up in the July 14 massacre in Nice. As a Paris resident, it was my second fortunate escape in less than eight months. The streets were already gridlocked when my wife and I arrived on the train around 4 p.m. Thursday to spend a long weekend with friends in this picturesque French Riviera city for the July 14 Bastille Day holiday." Serafino joins Bloomberg's Greg Viscusi and Mark Barton on "The Pulse."
