Pension Reform in Canada 'Truly Historic': UBC's Milligan

Canada's finance ministers have reached an agreement in principle to expand the Canada Pension Plan, with only Manitoba and Quebec as holdouts. It's a deal hailed by some as critical to ensuring retirement security for millions, but referred to by others as devastating for Canada's businesses and workers. In an interview with Bloomberg TV Canada's Amanda Lang, UBC economics professor Kevin Milligan says the deal is "truly historic," but there's a concern it will lead to the country over-covering low-income earners.
