Protests Planned for Zhang's Address in Hong Kong

China's number three says he will listen to different views on the future of Hong Kong. Zhang Dejiang is chairman of the National People's Congress and is the most senior official to visit the city since the pro-democracy protests two years ago. Hong Kong has raised its security level and is deploying thousands of police after opposition groups said they would protest his speech today. Bloomberg's Rosalind Chin reports on "First Up."
