Is Europe Drawing Closer to Defeat IS?

President Francois Hollande faces the challenge of knitting together a coherent coalition with a durable strategy for tackling the Islamic State in meetings this week with the leaders of France’s closest allies as well as Russia’s Vladimir Putin. Ten days after terrorists killed 130 people in and around Paris, Hollande hosted British Prime Minister David Cameron for a working breakfast in the French capital Monday. Cameron will announce plans Monday to boost Britain’s military equipment budget by 12 billion pounds ($18 billion), the latest in a range of government commitments to fight terrorism and other security threats as Europe remains on a state of high alert.
