The outrage directed at Russia over alleged war crimes by its soldiers in Ukraine underscores how toxic President Vladimir Putin has become for many world leaders. That doesn’t mean he’s isolated.

The U.S. and its allies in the European Union and the Group of Seven nations plan to coordinate fresh sanctions on Russia as soon as today in response to the civilian deaths uncovered in Bucha and other liberated Ukrainian territories.
