With Covid-19 flaring up again across the world — European cases reached almost 2 million last week — governments are running out of patience with people who refuse to get immunized.

In much of Europe, anyone without a green pass to prove they have received shots are denied entrance to restaurants and bars, sometimes provoking shouting matches. In the U.S., President Joe Biden’s administration has issued an emergency rule forcing large private employers to require vaccination or regular testing.
