Just before noon on Thursday, the government of China’s southwestern megacity of Chengdu told its 21 million residents they would be locked down starting at 6 p.m. that evening, as officials raced to stamp out a growing Covid-19 outbreak.

That left just six hours for people to prepare for what many feared would be a reprise of the grueling two-month lockdown in Shanghai earlier this year, which saw food shortages and widespread misery in one of China’s richest cities.
