Donald Trump returned to Washington to assail Joe Biden for rising crime and inflation, while attacking the House panel investigating his role in the Capitol insurrection as “hacks and thugs.”

In a speech Tuesday at a political conference hosted by supporters, Trump depicted the country as devolving into “carnage” since he left office and predicted that Republicans would take control of Congress in November and the White House in 2024.
