The Biden administration’s plan to use $3.5 billion in Afghanistan central bank assets frozen in the U.S. for humanitarian aid took a step forward after a federal magistrate judge signaled she would protect those funds from seizure.

U.S. Magistrate Judge Sarah Netburn in Manhattan said she would sign within 24 hours an order declaring that those funds could not be used to satisfy judgments against the Taliban obtained by families of victims in the Sept. 11 terrorist attacks.
