President Donald Trump’s decision to withdraw U.S. forces from Syria unnerved his top advisers, who now are left to figure out how to implement a policy that has massive geopolitical consequences and faces intense, bipartisan objections from Congress.

The swift nature of Trump’s move caught many senior U.S. officials off guard. While his advisers had discussed a Syria pullout with the president over the past two years, his public announcement forces them to get on board with a withdrawal they had generally opposed and sought to prevent.
