Puerto Rico's Debt Burden Impedes Road to Recovery

House Speaker Paul Ryan will visit hurricane-ravaged Puerto Rico on Friday, a person in the speaker’s office said, as the island’s leaders press Congress for a large disaster relief package including relief from island’s $74 billion debt.

Joining Ryan on the one-day trip will be House Appropriations Chairman Rodney Frelinghuysen of New Jersey, top committee Democrat Nita Lowey of New York, and Representative Cathy McMorris Rodgers of Washington, the chairwoman of the Republican conference, the person said.

The House is poised this week to vote on a $29 billion hurricane package that would provide $12.7 billion for general disaster assistance. Puerto Rico officials are seeking a much larger amount of aid in the form of housing block grants, as well as expanded authority to manage the government’s cash balance. The territory says it will run out of cash by the end of the month to pay government workers.
