Saudi Arabia has offered to reduce its production to January levels -- a cut of about 500,000 barrels of oil a day -- according to Algeria’s energy minister. But a fourth-quarter drop in production would be nothing new for the kingdom, which historically has cut output during the last quarter of the year by an average 216,000 barrels a day.
