South Africa’s eight biggest city councils are owed 56.7 billion rand ($3.9 billion) by households and businesses for services such as water and electricity supply and property rates, according to the National Treasury. That’s a quarter of their total budgets. More than 75 percent of the debt has been unpaid for three months or longer.
