European Consumers Start Spending Small as Saving Recedes: Chart

With interest rates in Europe at record lows and economic confidence underpinned by a slowly improving labor market, consumers are finally shelving saving plans and starting to spend, according to data published by the European Commission. But they’re not yet ready to go on a splurge. Instead of buying a place to live, they’re opting for smaller-scale investments -- intentions to carry out home improvements rose to an all-time high in July.
