Ghana’s government began considering privatizing Agricultural Development Bank Ltd. almost a decade ago, in part to strengthen the listings on its stock market. Earlier this year, $113 million worth of shares were sold. Today, the offering is being reopened and new bidders will be sought. And the stock index has underperformed both frontier markets and emerging markets in general.
