Level 3 Resumes Services in New York City, Repairs Under Way

Level 3 Communications Inc. said service has been restored to customers in New York City including subscribers of Time Warner Cable Inc. and repairs are under way after a disruption to operations in parts of the northeastern U.S.

The breakdown was caused by a construction company that cut a fiber cable, Level 3, a telecommunications provider to cable-TV and phone companies, said Monday in an e-mailed statement.

The disruption had affected Time Warner’s phone and some TV services in the New York City area, Eric Mangan, a spokesman for the cable company, said in an e-mail.
