Android, once a scrappy underdog to BlackBerry Ltd. and Apple Inc.’s iOS, is now the most popular mobile operating system in the world, running 70 percent of phones in Western Europe, according to IDC. That dominance was cited by European Union regulators in a formal antitrust complaint sent Wednesday, which accuses Google of striking restrictive contracts that prevent makers of tablets and phones from adding competing apps and web browsers.
