U.K. Chancellor of the Exchequer George Osborne will outline new fiscal forecasts in his budget today. By law, he’s committed to delivering a budget surplus by 2020 -- the first since 2001. An economy proving weaker than forecast four months ago means further spending cuts and tax increases are in store.
