Is Fear Driving Market Volatility?

If chart patterns are any guide, there’s good news for global stocks. The MSCI-All Country World Index is forming a so-called double bottom, which some technical analysts see as an indication the rally in the equity gauge since Feb. 11 has room to run. The measure slumped 12 percent this year through that date. It’s since gained 6 percent.
