China Said to Appoint Fang as a Vice Head at Stock Regulator

China appointed Fang Xinghai as a vice chairman of the China Securities Regulatory Commission, according to people familiar with the matter, the second major appointment by the agency since a rout began in the nation’s stock market in June.
