Overloaded Ukrainian Boat Capsizes in Black Sea, Killing 12

An overloaded Ukrainian boat capsized in the Black Sea on Saturday, killing at least 12 people, Deputy Infrastructure Minister Yuriy Vaskov said.

The small sightseeing vessel capsized about 4 p.m. local time near the town of Bilhorod-Dnistrovskyi, 80 kilometers (50 miles) from the port city of Odessa, Vaskov said in an e-mailed statement. It had 36 people on board and was authorized to carry no more than 15, a possible reason for the disaster, according to preliminary data, he said.

Rescuers are still looking for one missing person after 23 were saved, Vaskov said. Sunday has been declared a day of mourning in the Odessa region.
