Dish Network’s Discounted Airwaves Bids Spark FCC Scrutiny

Dish Network Corp.’s tactics in a U.S. airwaves auction, including $3 billion in discounts won under a program designed for small businesses, are under scrutiny by Congress and regulators who promise a rigorous review.

The Federal Communications Commission in a notice Wednesday asked whether it should accept or reject bids by two companies that won the small-business discounts, despite being 85 percent owned by Dish. The nationwide satellite-TV company has almost $15 billion in annual revenue.
